policy issues that will be addressed on the

Health Expert Briefs
Chamber on Healthcare Issues
Allen Katz, vice
president of the California Association of
Health Underwriters, briefed the Chamber’s
Healthcare Committee last week on the reasons
for the failure of the California legislature to
pass a healthcare reform bill, despite the
strong support of the Governor and legislative
leaders. He noted the failure was primarily due
to a process that created a bill behind closed
doors and did not get the buy-in needed from
individual legislators. The increasing State
deficit was the final factor that doomed any
legislation. He said the secret to finding a
compromise rests in balancing access to
healthcare with affordability. Katz said to not
expect any further reforms until 2009, and he
predicted that because of public demand, there
will be reform by 2011 or 2012 at the latest.
